Funding

Find the public funding calls open to your company, NGO or institution, with deadlines, budget and who can apply, and watch them in one place.

What it covers

The Funding page (/fonduri, English alias /funding) collects the funding calls published on oportunitati-ue.gov.ro, the official list run by the Romanian Ministry of Investments and European Projects. The list updates automatically every night. Searching and reading calls is free for every company on Brivio.

Filters

  • Status — Open (you can apply now), Coming soon (not open yet), Closed or All. By default you see open calls, nearest deadline first.
  • Beneficiary — SME, start-up or new company, sole trader (PFA), NGO, large enterprise, public authority, research, education.
  • Region — one of the eight development regions, or nationwide.
  • Field — for example energy, education, health, research and innovation.
  • Search — by call title or programme name.

A call's page

Open a call to see:

  • the calendar — opening and closing date and time (Romanian time), with the days left;
  • the total budget of the call in euro and the co-financing text;
  • who can apply, the eligibility criteria and the eligible activities;
  • where to apply — for example MySMIS2021, the AFIR portal or the EU Funding & Tenders Portal;
  • the applicant's guides, which open on the official site.

Some calls are published directly on other sites (for example the European Commission portal). For those, Brivio shows only the list information and the Open the official page button.

Watch a call

Select Watch on a call to keep it in your company's list. Any member allowed to make changes can add or remove a call, and every change appears in the activity log.

Eligibility on your company ID

On a call's page, the Eligibility section checks the call's rules against your company's data: CAEN codes, development region (from the county of the registered office), company age, number of employees, turnover, legal form, SME category and remaining de minimis headroom. Each rule shows met, not met or not enough data, with the guide text it comes from and the company field used.

Brivio says eligible only for rules verified by the Brivio team against the guide. When a call's rules have not been verified yet, you see "check the guide". The check is indicative; the managing authority decides.

The Eligible only toggle in the catalog keeps only calls whose verified rules are all met.

Alerts

In Funding → Alerts (/funding/alerts) you save a search (with its filters, optionally eligible calls only) and choose in-app and/or email notification. Every morning you get the new matching calls, once per call. For watched calls you get a notification 7 days before they close.

SME category

Funding → SME category (/funding/sme-category) works out your category (micro, small, medium, large) under Law 346/2004: employees, turnover and total assets, plus partner enterprises (25–50%, added pro rata) and linked enterprises (over 50% or control by agreement, added in full). You can import the links from the shareholder register or add them by hand. Each line of the calculation is explained. The category changes only when the thresholds are crossed two years in a row.

State aid and de minimis

Funding → State aid (/funding/state-aid) keeps your company's register: de minimis and state aid received, with grant date, grantor, scheme and amount. Brivio works out the de minimis headroom over the last three years (EUR 300,000 under the general regime, separate ceilings for agriculture, fisheries and SGEI) and warns you before an aid that would exceed it.

You fill the register by hand, by CSV import of the RegAS report you download from your beneficiary account (with a preview before saving), or from the investment grants in your accounts. Brivio does not connect to RegAS on your behalf.

The funding dossier

On a call's page, Prepare dossier opens your organization's dossier for that call (one per call). All dossiers are under Funding → Dossiers (/funding/dossiers), with their stage, how many documents are checked and the call's deadline.

A dossier moves through Found → Preparing → Signed → Submitted → Clarifications → Awarded / Rejected. You can withdraw a dossier at any time before a decision and later start it over. You cannot mark a dossier as submitted before it is signed, a dossier becomes signed only when the legal representative's signing envelope is completed, and a dossier with a decision can no longer be moved.

The checklist starts with the documents almost every call asks for: the SME declaration, the de minimis declaration, the declaration on avoiding double funding, the tax clearance certificate, the Trade Register certificate, the financial statements, the business plan, the budget, the qualified e-signature and an account on the submission portal. Take documents from the guide reads the call's guide and adds the documents it asks for, each with a link to the guide page it was read from. You can add documents by hand at any time. Running it again does not duplicate documents.

Generated and fetched documents

Some standard documents have a button:

  • Generate on the SME declaration, the de minimis declaration and the declaration on avoiding double funding. Brivio fills in the declaration with your organization's details (name, CUI, registration number, registered office, the administrator from the Trade Register), with the SME category calculated under Funding → SME category and with the aid recorded under Funding → State aid. The text is in Romanian because it is submitted to Romanian authorities. A field Brivio does not know is left as dots to fill in, and the checklist item stays unchecked until you complete it and check it yourself.
  • Fetch document on the tax clearance certificate: attaches the latest certificate received in SPV. ANAF does not allow requesting the certificate through an automated interface, so you request it in SPV, and once it arrives you fetch it here. An expired certificate is not attached.
  • Fetch document on the Trade Register certificate: if you uploaded the certificate under Settings → Organization, it is attached (and checked if it is at most 30 days old). Otherwise Brivio attaches an extract of the public ONRC data, which helps you check the details but does not replace the certificate issued by ONRC.
  • Fetch document on the financial statements: attaches the indicators published by the Ministry of Finance for the last few years. The extract does not replace the filed financial statements, which the guide may ask for in copy.

Documents are saved under Documents with the SHA-256 fingerprint of the file, and each generated declaration records the template version it was generated from. Regenerate replaces the previous file. Once the dossier is submitted, its documents can no longer change.

AI drafts and the conformity check

These use AI credits (shown under Settings → Billing). They start from what you write in the dossier notes — describe the project there first: what you want to do, with what money and over what period.

  • AI draft on the business plan and on the budget. Brivio sends the call's details, the relevant pages of the guide, your organization's data and your project description to the AI and attaches a draft in Romanian. Each paragraph or budget line shows the guide page it relies on ([ghid p. N]). The budget total is calculated by Brivio from the lines, not by the AI, and a line the AI could not tie to the guide is marked "eligibility not verified in the guide". A draft never checks the item: you read it, complete it and check it yourself. If nothing changed since the last draft, it is kept and no credits are used.
  • Check conformity compares the dossier with the requirements in the guide and lists each one as met, missing or to clarify, with a link to the guide page. A requirement is shown as met only when an item in your dossier is checked or has a document; a finding the AI could not tie to a guide page is shown as "to clarify". The check never ticks or unticks anything, and running it again with nothing changed uses no credits. It is an indicative result; the guide and the managing authority's assessment are what count.

Signing the dossier

Sign all sends every document attached to the dossier to the legal representative in one envelope with a qualified electronic signature (QES). Brivio fills in the representative's name from the Trade Register; you enter their email address (the register has no contact details). The representative signs a signing manifest that lists each document with its size and SHA-256 fingerprint, so the signature covers the exact files attached: if a file changes afterwards, the signature no longer covers it.

  • Signing starts while the dossier is Preparing and has at least one attached document. Qualified signing must be included in your plan.
  • While the envelope is out, the dossier's documents and stage are locked. If the representative declines or the envelope expires, you can change the documents and send again.
  • The dossier becomes Signed only when the envelope is completed — it cannot be marked signed by hand. Then you can download the signed manifest and the certificate of completion.
  • To change documents after signing, move the dossier back to Preparing and sign again.

Submitting on the portal

Once the dossier is Signed, the Submit on the portal card guides the submission on the call's portal — MySMIS2021+, the AFIR online submission portal, the EU Funding & Tenders Portal, e-mail or another channel named in the guide. Brivio picks the portal from the call; you can change it.

  • Download the signed package (.zip): the documents exactly as signed, the signed manifest, the certificate of completion, the manifest text, a README with the portal's steps and the SHA-256 of every file. Brivio re-checks each file against the fingerprint the representative signed; if a file changed, the package is refused.
  • Follow the steps shown for the portal and upload the files exactly as signed. You sign in on the portal yourself: Brivio never logs into the portal and never asks for or stores portal usernames or passwords.
  • Enter the registration number the portal assigned (for MySMIS, the SMIS code; for Funding & Tenders, the proposal ID). The dossier becomes Submitted only this way — a signed dossier can no longer be marked submitted by hand.

After the award: the funded project

When the dossier is Awarded, the Funded project card asks for the data in the financing contract: number and date, total and eligible value, the non-refundable grant (and its investment part), own contribution, maximum prefinancing, implementation period and durability. Every value comes from the contract and you can correct it; note where you read it.

  • On save, Brivio (optionally) creates a project for the separate accounting record and books the receivable: 445 = 475x for the investment part and 445 = 472 for the operating part. The dossier becomes Contracted.
  • Every tranche received (prefinancing, payment request, reimbursement request) is booked 5121 = 445. Brivio refuses tranches above the grant, and prefinancing above the contract ceiling.
  • When implementation starts, move the dossier to In implementation. After the final payment, enter its date: durability (usually 5 years, 3 for SMEs where the programme allows) runs from that date and the dossier enters In durability.
  • The project can be closed only once durability has ended.
  • If an account is missing (445, 472, 475x, 5121) or no accounting period is open, the operation is refused and nothing is booked.

Important

Brivio copies the information from the official source and does not change it. Before you submit a project, always read the applicant's guide published by the authority that runs the call.
